Here are reminders regarding the solid waste services provided by the City.

Billing:  Our office bills quarterly, three months in advance.  Billing months are:  January, April, July and October.

Payment Due Dates:  Payments are due the 20th day of the billing month.  There is a ten day “grace period” until the 30th, after which a late notice is sent and a $10 late fee is applied to the account.  Another 20 days is allotted for payment before service is deactivated.
Forms of Payment:  We accept cash, check or money order, bank drafts, and credit cards:  Visa, MasterCard and American Express.

How You Can Help Us:

Note your account number on your checks.  
Our check payments are processed through a check scanner and it is helpful if the checks and/or stubs are not folded and stapled.
If you pay through your bank’s online payment system and you’ve moved from one residence in Lakeway to another, please place the new account number on the check payment information.
If you are an E-billing account and you have changed your email address, please let us know.  If an email address is obvious (like your name) when we receive “rejection”  information, we are able to call you to obtain the new e-mail address.

More:
Holidays:  Thanksgiving, Christmas Day and New Year’s Day are the only holidays that are NOT serviced by Waste Connections (formerly PWS).  If your regular service day falls on one of these, service will be provided the following day.  Any other federal holidays will not affect trash and recycling service.
Christmas trees:   Waste Connections has advised they will continue to take Christmas trees that are placed at the curb.  If you would like your tree recycled, you may take the tree to Public Works on Serene Hills Drive.  Watch the City website for any updated information.
Household Hazardous Waste Event:  The next collection event is January 23, 2019 from 9:00 a.m. to noon.
Retirement:  I will be retiring November 2, 2018.  My work for the city allowed me to encounter awesome, inspiring people.  I’ve been fortunate and am grateful as I’ve met really incredible friends and contacts.  Thank you, everyone, for giving me some great memories!

Recyle and Re-Use Center

The next event will be held on Wednesday, October 3rd, from 9:00 a.m. til 12:00 noon.
Please check the City website (www.lakeway-tx.gov/ltrrrc) for a list of “Acceptable and Unacceptable Items”.
There is free latex paint and other recycled items available for pick-up.  Call Public Works (512-608-9000) if you would like to make an appointment to pick up any items from the Re-Use Center between event dates.
If you are unable to attend the event, Travis County and the City of Austin partner in a facility at 2514 Business Center Drive, Austin, TX 78744.  The facility’s hours are Mondays – Fridays, 9 a.m. to 5 p.m., and every Saturday from 9 a.m. til noon. The use of this facility is available to all Travis County residents and is free of charge.

Slight Increase in Solid Waste Fees
Effective July 1, 2018, there is a $.40 per month increase, resulting in a three month bill of $64.20 and $85.20 for residences with additional carts.
This increase was promulgated by our contractor, Waste Connections.  They received a disposal rate change from Waste Management, who owns the Austin Community Landfill where the City of Lakeway’s solid waste is deposited.

CAN WE TALK?   
Does this question sound familiar: “Can we talk?” 
Talk show host Joan Rivers opened her appearances with this question … and pontificated on life.  Well, that is what we’re going to do …. “talk” about the life of trash in the City of Lakeway.
Since January and, actually, the last three months of 2017, there has been a huge increase in volume of calls, emails and visitors at the window each day.  Business is good!  Of late, we’ve had residents say they didn’t know: about the 8 bag limit; about the bulky item limit of two and calling ahead, and the multiple ways to pay their bill.
So, here’s a recap of things residents should know to enhance their service.
1. Any items not placed in the carts, require a call to our office no later than the day before your service day by 2:00 pm … be it carts, boxes, furniture…  Our contract with Waste Connections Inc. allows:
a. Weekly:  8 bags, boxes or bundles;  bundles must be tied and  3’x 3’ x 3’ size
b. Weekly  Bulky:  2 items, each weighing 100 lbs. or less  
2. Limits to what will be taken by Waste Connections
a. Items cannot be over 6’.  Includes doors, kayaks, rugs, etc.
b. Basketball hoops, soccer nets, etc. need to be totally dismantled
c. Refrigerators must be drained and certified Freon-free, by a technician
d. Stones, dirt, gravel will not be serviced.  Take to Austin landfill.
3. We will ask you to call Waste Connections (aka Progressive) directly:  
a. If carts are placed at the curb late and trucks have already serviced the area.
b. If you have items over 100 lbs. for bulky 
c. If you have moving boxes that you wish to have taken in bulk, as opposed to weekly
d. Waste Connections:  512-282-3508 for information on fee
4. New Move-ins:  
a. Weekly – We will service 20 flattened boxes and 8 boxes that can contain paper that breakable items are wrapped in, or more boxes 
b. This service available for as many weeks as resident needs
5. Bill Payment Methods:

b. Credit/Debit Card:  MasterCard, Visa or American Express
c. Bank draft
d. Credit/debit cards and bank draft accounts held at our office can be authorized by resident as an auto-pay
e. Online through Lakeway Municipal Payments, or your own bank

As we mentioned in our April, 2017 edition of “Let’s Talk Trash” bill insert, we signed a new contract with Progressive, dba Waste Connections, effective April 1, 2017.  We’ve listed below the changes that resulted and which affect residents, both financially and operationally, effective with the July, 2017 quarter….though there may be a reminder or two not associated with the change.

Financial
Quarterly Bills:  
Homes with:
  • One trash cart and one recycle cart:   $63.00
  • An additional trash or recycle cart ... $7/month added:  $84.00
Operational
Progressive Customer Service:  512-282-3508
Carts not out at curb: If a resident’s carts are not at curbside when the street is being serviced, the resident must call Progressive directly to arrange and pay for a special “ return” pickup.  Carts are to be at curb no later than 8 a.m. on the service day.

Bulky Items:  Bulky items are limited to two (2) items, each weighing no more than 100 pounds. If the items weigh more than 100 pounds, OR if the resident wants a larger quantity of items picked up at one time, the resident shall be responsible for calling Progressive to arrange and pay for this additional service.

Moving Boxes:  Each week, Progressive will take flattened boxes that are 3’ x 3’ x 2’ (approximately 20)  and 8 boxes, filled with either the butcher/wrapping paper used for fragile items or additional flattened boxes.  If a resident wishes to have an inordinate amount of boxes collected at one time, the resident may call Progressive directly to negotiate a price to be paid directly to them.

Requests for Bulky Items and Moving Boxes must be made by telephone or email, to the Solid Waste office by noon, the day before the resident’s service day.  This deadline is prompted by Progressive’s need for scheduling

Moving within Lakeway: If you move within the City of Lakeway and pay through your bank’s online bill payment process, please note the new account number on your checks.  At the peak of the billing season, we often receive 200–300 checks a day in the mail.  Though the payment will be credited to your former account, it will save us having to do a “search and adjustment."

The Billing and Payment Process


We bill quarterly:  January, April, July and October.  Preparation begins the last week of the previous month, allowing us time to place bills in the mail by the 1st of these months.  An exception is October – since September is the end of our fiscal year, we are not able to begin processing bills until the first week of October.  Here is a guide to the process.

  • Payments are due in our office on the 20th day of the billing month
  • There is a ten-day grace period, which would allow payment until the 30th of the month.
  • On the following day, a $10 late fee is imposed and late notices are sent, giving residents another fifteen days to make a payment before accounts are closed
  • If payment is not received by end of business day on the 15th, accounts will be closed and appropriate fees affixed, as noted on the Late Notice document.  (Restart fee of $30 and a $75 deposit, which is refundable after four on-time payments.)
  • If there is a hardship, please call our office (512-314-7514) as arrangements can be made.
Recycle & Re-use Center:
  • The Center will be open on June 21st, from 9:00 a.m. until Noon
  • Located at 3207 Neidhardt Drive, behind the Lake Travis Fire Rescue Station 6
  • Check the City website (www.lakeway-tx.gov/ltrrrc) for a listing of “acceptable” and “unacceptable” items
  • Free 2-gallon pails of paint in two colors (mocha and slate) available for the asking.

New Solid Waste Contract Approved:
The City Finance Department went out for bid in January, and the contract was awarded to Progressive, dba Waste Connections.  There is a slight increase in the monthly rate to $21 per month, resulting in a quarterly bill of $63, which will appear in your July 2017 billing.

  • Did you know you can take old tires to the Texaco Station at the corner of Lohmans Crossing and Lakeway Boulevard for a $3.00 fee, per tire?
  • Do you have holiday boxes to get rid of?  On your regular service day, Waste Connections will take up to 30 flattened boxes and 8 boxes that are filled with other boxes or paper that protected breakable items.  Please call 512-314-7514 no later than noon the day before your service day to schedule this “bulky” pickup.

A PEEK AT THE WONDROUS WORLD OF TRASH ….  Whether you have been a resident for years or a resident for a year, here’s an overview of requirements that will help us provide you with the best service.

Autumn is here!   Remember:  Up to eight (8) bags of leaves/brush can be picked up on your service day.  If you have tree/brush clippings, bundle them in 3’ lengths and TIE them.  Drivers will leave bundles if they are not tied.  If you will call us a day ahead, we will place you on our special service list which will notify our contractor that there are extra items out, allowing them to schedule trucks accordingly.  By the way, the total of eight bags can be any combination of bundles and bags.
Cleaning out the attic or the garage?  Bulky pickups will only be honored if requests are made by noon the day before your regular service day. For those Monday residents … you’ll need to call in on Friday! Bulky items can include such items as washers, dryers, couches, water heaters, etc.
A Household Hazardous Waste Event is scheduled for December, 2016.  Please watch the City website and/or email blast for the December date, as well as dates for 2017.
For many items that are not accepted by our contractor or at the HHW event, contact the City of Austin Recycling and Reuse Drop-Off Center.  They are located at 2514 Business Center Drive (near the corner of IH 35 & Hwy 71, off Todd Lane).  Phone: 512 974-4343.  You can also dial 311 (Help Line) to request assistance in dropping off a particular item.
The Lake Travis Regional Recycling and Re-use Center does not take medical waste, however, the Lakeway Police Department is having a “Prescription Take-Back Day” on Saturday, October 22nd, from 10 am to 2 pm.  The Police Department is located at 104 Cross Creek.
Trash bills are issued quarterly and billed three months in advance:  January, April, July and October.  Fee is $54 for one trash cart and $72 for two trash carts.  Bills are due the 20th of the billing month; with a “grace period” of ten days before a late fee of $10 is added.  The Late Notice provides another 15 days in which to pay your bill before service is cancelled.  Once cancelled, to restart service, a $30 restart fee and a $75 refundable deposit must be paid.  If you are on auto pay via credit/debit card or bank draft, these funds will be drawn on the 15th day of the billing month.
Holidays: City Hall offices will be closed for Thanksgiving:  November 24th and 25th.  Residents whose pickup day is on November 24th will be serviced on November 25th.  For the Christmas holiday, City Hall offices will be closed from December 23rd through December 26th; normal trash service on the 26th.  New Year’s Day – though City Hall offices will be closed Monday, January 2nd, trash service will not be affected.
The Solid Waste office is open from 8 am to 5 pm – Monday through Friday.   Any telephone messages or emails that are received after 5 pm, or during the weekend, will be addressed the following business day. (512-314-7514)

Bulky Pickups:
Call our office for these requested pickups:  (512) 314-7514 before noon the day prior to your regular service day.  We cannot guarantee service for bulky items that are not called in to our office.   Our office is closed on the weekends, so those residents who have a Monday service day will need to call on the preceding Friday.
  • Brush -  needs to be in 3 foot lengths, bundled and TIED.
  • Moving boxes (flattened) and paper
  • Refrigerators/freezers –have the Freon drained and Progressive* will pick up once it has been certified Freon-free and has sticker applied to the refrigerator.
  • TVs, monitors, computers, etc. are considered E-waste, and Progressive* does not pick these items up.

E-mail Addresses & Credit/Debit Cards:
If you are on E-billing and you’ve changed addresses, please give us a call so that we can avoid returned billings.  And, if you’ve changed credit cards or received cards with new expiration dates, give us a call as well.
*Progressive Waste Services (PWS) was merged with Waste Connections on June 1st, but we’ve not had any notification as to changes of logos, names, or signs on trucks.        

January 2016

Change in the Payment Schedule:
Effective with the January, 2016 – First Quarter Billing:
  • All automatic payments will be charged on the 15th of the billing month.
  • Payments remain due the 20th of the month, with a late fee of $10 applied after the 30th.   A late notice is then sent which allows another 15 days for payment before service is cancelled.
  • This late notice will be the only notification that service will be cancelled if payment is not received in the Solid Waste office by the end of business on the cancellation date.
  • Once service is cancelled, a $75 deposit and $30 re-start fee will be required to resume service.  The deposit must be paid in cash, check or money order.

  • Office Hours:  The Solid Waste Office is open Monday through Friday, from 8:00 a.m. to 5:00 p.m.; the office is open during the lunch hour.  Our phone number is 512 314-7514.
  • Holidays:  Thanksgiving, Christmas Day and New Year’s Day are the only holidays that are not serviced by Progressive Waste Solutions (PWS).  If your regular service day falls on one of these, service will be provided the following day.  Any other federal holidays will not affect trash and recycling service.
  • Trash & recycle carts on your service day:  City Code of Ordinances Sec. 24.02.251 states solid waste containers should be concealed and inaccessible to animals and must not be visible from a public street or adjoining properties.  Containers should be placed street-side only on the day of collection and returned the same day.  Code Enforcement officers may tag residents for this violation.  And, correct placement of carts should be facing the street, with the wheels against the curb.
  • Bulky Items:  (stoves, water tanks, washing machines, furniture, etc.)  If you would like to take advantage of the weekly bulky pickup, please be sure to call the office no later than noon on the day before your regularly-scheduled day.  Our office is closed on the weekends, so those residents who have a Monday service day will need to call on the preceding Friday.  We are required to place a service order with PWS in order for their driver to service the request.
  • Payments:  A $2.75 fee is added for payments on the web site.  If you leave your credit/debit card on file with our office, there is no fee.  Keeping your card information updated and on file ensures your payment will never be late!  If you prefer to have a bank draft on file, we can accommodate that process as well.  For those residents using their bank’s online payment feature, keep in mind that we receive a check from your bank and it can take up to a week to arrive at our office.  Please allow enough lead time so that your payment is not late.
  • Deposits:  If you have a deposit on file, the $75 is returned to your account after four timely payments (approximately one year).  Your next statement will show a credit resulting from this process.
  • Replacement/delivery of carts:  If either your trash or recycling cart is missing, we can schedule a replacement cart for delivery the next day.  If a cart is damaged, it will be replaced on your next service day.  Please leave your cart out on that day and, normally, the truck and trailer will swap out the carts later in the afternoon.
  • Christmas trees:   Progressive Waste Solutions has advised that when the trees are picked up by the regular trucks, they are not recycled.  We will be meeting with them later this year to learn what we can do to have the trees recycled.  We will provide more information as Christmas draws near.
